Brooke earned her Juris Doctor from Western Law in 2017, where she graduated on the Dean’s List and was awarded the J.S.D. Tory Writing Prize. Brooke was called to the Bar in June 2018.
During law school, Brooke served as Chair of the Western Health Law Association and was responsible for the success of a medical malpractice moot. The moot provided 32 students with practical trial-level advocacy experience in the health law field, including examining expert witnesses in chief and in cross.
In her second year of law school, Brooke was encouraged by a professor to produce a podcast for her Administrative Law class. The podcast was a two-hour legal analysis of the Personal Health Information Protection Act and whether the discipline procedures under the legislation are procedurally fair. This podcast uncovered Brooke’s passion for Administrative Law and she subsequently focused her studies on administrative law, procedural fairness and substantive review.
Throughout law school, Brooke wrote a number of research papers on the following topics: how hospital protocol can tragically contribute to the compromising of a newborn child; a comparative analysis of the standard of proof before administrative tribunals; a critique of Bill 87 and whether it demonstrates a lack of procedural fairness to physicians; and a comprehensive analysis of the standard of review before administrative tribunals and whether adhering to the presumption of expertise forsakes the rule of law and accords an indiscriminate amount of deference to the administrative decision-maker.
Brooke completed her articles at a law firm in downtown Toronto where she gained experience in legal research, preparing materials for trial, appeared on motions before the Ontario Superior Court of Justice, and worked directly with clients to advance their files. As a prior summer student at TTL Health Law, Brooke gained experience in health law research and assisted in drafting client documents, as well as attended professional discipline hearings and mediation meetings.
With a strong interest in advocating for the health care professional, Brooke’s practice focuses on upholding the firm’s commitment to representing client zealously, maintaining the highest ethical standards, and remaining at the forefront of health law.
